Following the assassination of the Russian ambassador, the case falls to Deputy Commissioner Gutierrez, a police officer ill-prepared for such a task. When the CIA, led by Mike Robinson, takes control, Gutierrez decides to play by his own rules. With a team as loyal as it is incompetent and methods of dubious legality, he will unleash chaos to demonstrate who's boss in his territory and solve the case before the Americans.
